These are things that warring States do to each other. The warcrimes? The murders? The terrorism and the death squads? THOSE I want to see punished.

Nennamaila, Vlillirier, Nisuwa have been in Federation hands for as long as anybody can remember. Eha has been in Federation hands for almost a year. And they are the exceptions, rather than the rule.

If you observe carefully for awhile, you might find that the difference is simply in who they pretend to be subservient to, and by how much.
